There are a rising number of breaches to existing emissions control area (ECA) rules, suggesting that flags states are ill-equipped to ensure regulatory compliance, says major tanker owner Euronav.

With the countdown to IMO 2020 well and truly on, the question of how the new rule will be effectively enforced has been front and centre of discussion ever since IMO announced in October 2016 the global 0.50% sulfur cup will come into force from January 1, 2020.
